4. Consent Agenda - All those items listed below may be enacted upon by one motion and approved as consent agenda items. Any item may be removed from the Consent Agenda and considered as a separate item if a member of Council requests.
a) Approval of the Minutes:

1) Council Hears Planning & Zoning - June 25, 2003 at 6:30 p.m.

4) Council Hears Planning & Zoning - July 23, 2003 at 6:30 p.m.
c) Possible approval of one-year exemption for police vehicle designations, pursuant to ARS §38-538.03.
d) Possible authorization for Mayor to sign Juvenile Accountability Incentive Block Grant Intent Form.
e) Possible approval for Mayor to sign the FY 2003/2004 Library Service Agreement between the Town of Camp Verde and Yavapai County Library District.
f) Possible approval of the Magistrate Independent Contractor Agreement with Judge Lyndall McElhaney for a 4-year period.
5. Call to the Public for Items not on the Agenda Pursuant to ARS §38-431.01.G, Residents are encouraged to comment about any matter not included on the agenda. State law prevents the Council from taking any action on items not on the agenda, except to respond to criticism made by those who have addressed the public body, ask staff to review a matter, or ask that a matter be included on a future agenda.

6. Discussion, consideration, and possible approval of Resolution 2003-561, a resolution of the Mayor and Common Council of the Town of Camp Verde, Yavapai County, Arizona, adopting and declaring as a public record that certain document filed with the Town Clerk and entitled, "Town of Camp Verde Tentative FY 2003/2004 Budget".
7. Discussion, consideration, and possible approval of prosecutorial contract with Thomas Kelly, P.C. Law Firm.
8. Discussion, consideration, and possible direction to staff regarding drafting an Ethics or Conduct Policy applicable to Council, Commissions, and staff.
9. Discussion, consideration, and possible approval of proposed resolutions to be submitted to the Arizona League of Cities and Towns 2004 Resolutions Committee.
Councilor Baker requested item #10:
10. Discussion, consideration, and possible action regarding possible misconduct of Planning & Zoning Commission members Dale Harvey and John Strathmere, and attendance records of all P&Z Commission members. Action may include, but not be limited to discussion only, letter of concern and/or reprimand, or removal.

14. Council Informational Reports Individual members of the Council may provide brief summaries of current events and activities. These summaries are strictly for informing the public of such events and activities. The Council will have no discussion, consideration, or take action on any such item, except that an individual Council member may request that the item be placed on a future agenda.
