4. Consent Agenda - All those items listed below may be enacted upon by one motion and approved as Consent Agenda Items. Any item may be removed from the Consent Agenda and considered as a separate item if a member of Council so requests.
a) Approval of the Minutes:

b) Set Next Meeting, Date and Time:
1) Work Session - February 12, 2003 at 6:30 p.m.
2) Regular Session - February 19, 2003 at 6:30 p.m.
3) Council Hears Planning & Zoning - February 26, 2003 at 6:30 p.m.
c) Possible approval of Resolution 2003-547, a resolution of the Mayor and Common Council of the Town of Camp Verde, Yavapai County, Arizona adopting fees for Town services.
d) Possible approval of Proclamation declaring March 8, 2003 to be Girl Power Day in the Town of Camp Verde in recognition that girls ages 11 to 14 are an important part of our community and to celebrate their future contributions.
e) Possible approval of Proclamation declaring the week of February 9 - 15, 2003 as Career and Technology Week and urging citizens to become more informed on the topic.
5. Call to the Public for Items not on the Agenda Residents are encouraged to comment about any matter not included on the agenda. State law prevents the Council from taking any action on items not on the agenda, except to respond to criticism made by those who have addressed the public body, ask staff to review a matter, or ask that a matter be on a future agenda. (Pursuant to A.R.S. §38-431.01(G).)

Public input may be invited on the following items:
6. Discussion, consideration, and possible approval of Resolution 2002-543, a resolution of the Mayor and Common Council of the Town of Camp Verde, Yavapai County, Arizona repealing Resolution 2002-540, and approving membership in the Northern Arizona Municipal Water Users Association (NAMWUA) for the advancement of collective water resource interests with other Northern Arizona Communities, and possible appointment of a Council representative to NAMWUA. A NAMWUA representative will be present to discuss this item.
Councilor Dickinson requested item #7:
7. Discussion, consideration, and possible direction to staff concerning the Camp Verde Marshal's Office Towing Regulations, Section II.B, Performance Bonds.
Councilor Reddell requested item #8:
8. Discussion, consideration, and possible direction to staff to prepare an ordinance authorizing Camp Verde Marshal's Office (CVMO) employees to develop an employee organization that will represent CVMO employees relating to wages, benefits, hours, safety regulations, and other working conditions. Employee and union representatives will be present to discuss this item.
9. Discussion, consideration, and possible approval of Resolution 2003-544, a resolution of the Mayor and Common Council of the Town of Camp Verde, Yavapai County, Arizona to apply for the Arizona Criminal Justice Commission, Local Law Enforcement Block Grant 2003. The cash match in the amount of $1,053.00 (one-thousand and fifty-three dollars) is an unbudgeted item from the General Fund.
10. Discussion, consideration, and possible recommendation of appointment of a Council member to the League of Arizona Cities and Towns Executive Committee.
11. Discussion, consideration, and possible approval of Resolution 2003-546, a resolution of the Mayor and Common Council of the Town of Camp Verde, Yavapai County, Arizona declaring a state of emergency due to the mortality of insect and disease infested, drought impacted, and fire-damaged trees in the Town's forests, woodlands, and associated rangelands located on private, state, federal and tribal lands, and authorization for Mayor to sign accompanying letter.
12. Discussion, consideration, and possible direction to staff concerning the proposed turn-lane at the corner of Camp Lincoln and Montezuma Castle Highway.
13. Discussion, consideration, and possible direction to staff concerning the appraisal of property adjacent to the Camp Verde Marshal's Office.
14. Discussion, consideration, and possible direction to staff concerning alternative sites in the Townsite Act application. These sites are: ten acres near White Bridge; possible dual site with the County for a street yard; Clear Creek Cemetery and ten acres adjacent to the cemetery; and land that may be requested by the Camp Verde Fire District.
15. Discussion, consideration, and possible direction to staff concerning the installation of water and sewer lines and/or placement of sleeves for future lines on General Crook Trail. This is an unbudgeted item previously approved by Council.
Councilor Dickinson requested the following items:
16. Discussion, consideration, and possible approval of Ordinance 2003-A251, an ordinance of the Mayor and Common Council of the Town of Camp Verde, Yavapai County, Arizona, to repeal Chapter 15, Article 3.1 of the Town Code regarding Election Laws and Conflicts of Interest.
17. Discussion, consideration, and possible direction to staff concerning the public informational series on development fees.
Mayor Hauser requested the following items:
18. Discussion, consideration, and possible approval to support and/or fund The Nature Conservancy's Cost of Community Services Study in an amount not to exceed $500 (five-hundred dollars). COCS studies have emerged as an inexpensive/reliable tool to measure the direct fiscal relationships between existing land uses. This is an unbudgeted amount from the General Fund.
19. Discussion, consideration, and possible direction to staff relating to recommendations from staff with regard to bid awards.
Councilor Gioia requested the following item:
20. Discussion, consideration, and possible direction to staff concerning a change in the Counsel of Record in the Yavapai Apache Sand & Rock v. the Town of Camp Verde. (Note: Council may vote to go into Executive Session pursuant to ARS §38-431.03 (A)(3) and (A)(4) for discussion or consultation with the attorney for legal advice and/or in order to consider Council's position and instruct the attorney regarding the Council's position in litigation or settlement discussions to resolve litigation.)
