4. Consent Agenda - All those items listed below may be enacted upon by one motion and approved as Consent Agenda Items. Any item may be removed from the Consent Agenda and considered as a separate item if a member of Council so requests.
a) Approval of the Minutes
1) Regular Session - March 19, 2003
b) Set Next Meeting, Date and Time:
1) Budget Work Session - April 9, 2003 at 11:00 a.m.
2) Regular Session - April 16, 2003 at 6:30 p.m.
3) Council Hears Planning & Zoning - April 23, 2003 at 6:30 p.m.
c) Possible approval of a proclamation declaring April as Child Abuse Prevention Month.
d) Possible approval of a proclamation declaring April as Fair Housing Month.
e) Possible acceptance of the 2002/03 Audit
f) Possible authorization for Mayor to prepare and sign of a letter of support for the Quantum Aid, Inc. Veteran's Housing Project proposal. (Mayor Hauser requested this item.)
5. Call to the Public for Items not on the Agenda Residents are encouraged to comment about any matter not included on the agenda. State law prevents the Council from taking any action on items not on the agenda, except to respond to criticism made by those who have addressed the public body, ask staff to review a matter, or ask that a matter be on a future agenda. (Pursuant to A.R.S. §38-431.01(G).)

Public input may be invited on the following items:
6. Discussion, consideration, and possible direction to staff regarding Community Facilities District policies and procedures for the Homestead Project to include, but not limited to, hiring a financial consultant and application requirements.
7. Discussion, consideration, and possible approval of up to $5,400 to change `Verde Valley' to `Camp Verde' on the guide signs on northbound I-17. This is an unbudgeted amount from the General Fund.
8. Discussion, consideration, and possible direction to staff to purchase a pay phone for Heritage Pool.
9. Discussion, consideration, and possible award of bid for liquid asphalt products. This is a budgeted item from HURF.
10. Discussion, consideration, and possible authorization to purchase hockey arena in the amount of $2,500. This is an unbudgeted amount from the Parks Fund.
11. Discussion, consideration, and possible approval to expend $50,000 from HURF Contingency to complete road work for the spring and summer projects.
12. Discussion, consideration, and possible direction to staff concerning negotiations with the Camp Verde Unified School District (CVUSD) regarding the proposed turn lane at Montezuma Castle Highway and Camp Lincoln Road. CVUSD has requested an additional $49,000 in unbudgeted improvements. If the additional amount is approved, the unbudgeted funds will come from HURF.
13. Discussion, consideration, and possible approval to replace the vacant park maintenance position. This is a budgeted item in the General Fund.
14. Discussion, consideration, and possible direction to staff concerning the National Century Financial Enterprises pending litigation issue. Note: Council may vote to go into Executive Session pursuant to ARS §38-431.03 (A)(4) in order to consider Council's position and instruct the attorney regarding the Council's position in pending or contemplated litigation or settlement discussions to avoid or resolve litigation.

18. Council Informational Reports: Individual members of the Council may provide brief summaries of current events and activities. These summaries are strictly for informing the public of such events and activities. The Council will take no discussion, consideration, or action on any such item, except that an individual Council member may request an item be placed on a future agenda.
